Report on Canada’s Digital Health Workforce
Canada has a unique opportunity to lead globally in digital health and health data. To take full advantage of our unique strengths in healthcare, artificial intelligence and research, we need to ensure that the workforce is keeping pace with digital transformation. The new Digital Health Workforce in Canada report quantifies Canada’s digital health and health data workforce, identifies capability gaps, and sets five key priorities for action. Lead contributor Simon Hagens will explain the background and purpose of this new report from Digital Health Canada.

Michelle Di Nella is the Executive Director of the Chronic Disease Innovation Centre (CDIC), a non-profit research centre located within Seven Oaks General Hospital in Winnipeg, Manitoba. CDIC specializes in big data analytics, clinical trials, health economics, and knowledge translation, with a focus on kidney disease, diabetes, and cardiovascular disease. Michelle holds a Master of Arts in Cognitive Psychology from the University of Manitoba and has been a driving force behind CDIC's growth and evolution for more than a decade.
Michelle oversees the Centre's operations, including financial and human resources oversight, board and committee governance, strategic planning, and business development. She leads CDIC's industry engagement, building partnerships with pharmaceutical and life-sciences companies to bring real-world evidence and health outcomes research to Manitoba. Working closely with CDIC's clinician-scientists and its academic, government, industry, and health-system partners, she helps translate research into insights that improve patient care.

Simon Hagens is a leader in Digital Health, Health Data, and Health Policy, with 25 years in the industry.
Simon is Principal at Hagens Consulting, working with governments and mission driven organizations on performance measurement, organizational design and driving transformation. He helps them define meaningful outcomes, build the required culture and accountability and tell stories that resonate with boards, funders and communities.
Previously as Vice President, Performance at Canada Health Infoway he built a national performance management system and produced the evidence base behind more than $600 million in federal investment. He also served a decade on the board of a community health organization, including three years as Board Chair.
As an Adjunct Professor at the Telfer School of Management, University of Ottawa, Simon collaborates on research in digital health and health policy. Simon holds a BSc from the University of Guelph and an MBA from McGill University.

Silvester Komlodi is the Deputy Minister of Health, Seniors and Long-Term Care, and was the Deputy Minister of Finance and Intergovernmental Affairs, for the Government of Manitoba. With extensive experience across government sectors, Silvester previously served as the Associate Deputy Minister of Health and held senior leadership roles in fiscal management and capital planning within the Treasury Board Secretariat and other roles in the Finance department. Silvester’s career spans various management and analytical roles in the federal and provincial public service and Crown utility levels, focusing on immigration policy, energy policy, and federal-provincial and international relations.
He has been on numerous boards in the government financial sector and currently on several health care sector boards. Silvester has also served on the boards of the Winnipeg Symphony Orchestra, TD Bank’s Friends of the Environment Foundation, and the PlugIn Institute of Contemporary Art in Winnipeg.
Additionally, he volunteers and has served as the Prairies Committee Chair for the McCall MacBain Scholars at McGill University. He holds a Lean Six Sigma Green Belt certification, a Public Leadership Credential from the Kennedy School at Harvard University, and earned his undergraduate and Master’s degrees from the Munk School of Global Affairs & Public Policy at the University of Toronto.

Shelagh Maloney’s career has been defined by a passion for digital health and its transformative ability to improve the patient and provider experience. Prior to assuming the role of CEO, Digital Health Canada, Shelagh held national executive leadership roles in both the public and private sectors where she earned widespread recognition for her business development, relationship management, consensus-building, and communication skills.
A dedicated advocate for innovation and equity through digital health, Shelagh has shaped policy and practice through influential volunteer roles. She is currently Vice -Chair, Vision Loss Rehab Canada and has served as Vice Chair of SNOMED International, Board Chair of Digital Health Canada, and Board Director, Mississauga Halton Local Health Integration Network (LHIN). Shelagh holds a B.Sc . in Applied Health Sciences from the University of Waterloo and is a Certified Professional in Health Information & Management Systems (CPHIMS-CA).
In recognition of her contributions to the industry, Shelagh was an inaugural recipient of the Women Leaders in Digital Health in 2017 and was named a Digital Health Canada Fellow in 2023.
