Prior to assuming the role of CEO, Digital Health Canada, Shelagh held national executive leadership roles in both the public and private sectors where she earned widespread recognition for her business development, relationship management, consensus-building, and communication skills.
A dedicated advocate for innovation and equity through digital health, Shelagh has shaped policy and practice through influential volunteer roles. She is currently Vice -Chair, Vision Loss Rehab Canada and has served as Vice Chair of SNOMED International, Board Chair of Digital Health Canada, and Board Director, Mississauga Halton Local Health Integration Network (LHIN). Shelagh holds a B.Sc . in Applied Health Sciences from the University of Waterloo and is a Certified Professional in Health Information & Management Systems (CPHIMS-CA).
In recognition of her contributions to the industry, Shelagh was an inaugural recipient of the Women Leaders in Digital Health in 2017 and was named a Digital Health Canada Fellow in 2023.

This vision addresses the need for the healthcare industry to evolve the relationships between patients and healthcare providers using enabling digital technologies.
He was previously Chief Innovation Officer and Dean of Applied Research at Mohawk College, where he founded IDEAWORKS, a college-wide research and innovation program, and rolled out a college-wide blended learning initiative. Ted is an expert digital health strategist and has a wealth of experience in industry relations and commercialization, as well as innovation policy. He returned to HHS where he started his career as a sonographer after working at The Hospital for Sick Children and Huntsville District Memorial Hospital. Ted is a lifelong learner who earned his Master of Applied Science in Medical Ultrasound and his Ph.D. in Diagnostic Imaging from Charles Sturt University of Australia.

Before working in health technology, Rob was an executive at St. Michael’s Hospital for 20 years where he held leadership positions in Quality, Laboratory Medicine, Corporate Performance & Strategy, Decision Support, and Capital Development. He played a crucial role in key projects such as the first fully automated hospital laboratory in Canada, the integration of Wellesley Hospital into St. Michael’s, and major construction projects. Rob has also advised the Ministry of Health on capital infrastructure planning and the funding formula for hospitals.
Before his foray into health technology, Robert spent two decades at St. Michael’s Hospital, taking on leadership roles in various departments, including Quality, Laboratory Medicine, and Corporate Performance & Strategy. He was instrumental in pioneering initiatives such as Canada’s first fully automated hospital laboratory and played a key role in significant projects like the integration of Wellesley Hospital and major capital development efforts. Additionally, he has provided strategic advice to the Ministry of Health regarding capital infrastructure planning and hospital funding models.

Notably, she holds the position of co-chair of the Ontario Oracle Health Collaborative, working with 11 different instances of Oracle Health at 63 hospitals.
Additionally, Lyn serves as the co-chair, alongside Project Amplifi, of the Ontario eHUB collaborative, a health information exchange (HIE) facilitating the seamless exchange of information among hospitals using Oracle Health and long-term care facilities.Among her many accomplishments, Lyn led the e-VOLVE program, the most comprehensive clinical transformation initiative, resulting in the successful implementation of the Oracle Health hospital information system across four hospital organizations. This groundbreaking program has established a longitudinal, contiguous patient record for all individuals in Windsor-Essex and Chatham-Kent, enhancing accessibility for providers across the four organizations. This work continues to spread beyond the four walls of the hospitals with implementations at a local hospice, Shelter Health and other ambulatory initiatives.
Recognizing her outstanding contributions to the field, Lyn Baluyot was honored in 2023 as one of the 'Women Leaders in Digital Health' of the year. This national award acknowledges her visionary leadership and dedication to leveraging IT to transform health and healthcare in Canada, underscoring her commitment to advancing digital health solutions and making a lasting impact on the industry.
Post a cyber-attack in 2023, Lyn led her team through significant recovery efforts while simultaneously working with the regional partners to implement a new Regional Data Governance Framework, progressing current digital health projects and implementing a fifth hospital on Oracle Health. She and her team have shared their experiences to enable other organizations to be better prepared.
