Why is this role important?

The Senior Methodologist, Data Governance acts as a corporate resource in the provision of expert statistical and methodologic advice related to statistical disclosure control and privacy-preserving techniques, including data de-identification and the handling of small cells. The Senior Methodologist works closely with CIHI staff to ensure CIHI products and third-party releases adhere to CIHI’s Privacy Policy. They also ensure that CIHI’s tools and methods remain current and aligned with best practices.

What you’ll do

  1. Provides expert statistical and methodological advice and coaching related to statistical disclosure control, analysis of risks of re-identification and data de-identification techniques to various CIHI program areas, in accordance with CIHI’s Privacy Policy.
  2. Develops and maintains procedures, internal education materials and other documentation related to data de-identification and handling of small cells.
  3. Participates in and provides expert advice to CIHI’s Data De-Identification Committee.
  4. Assesses and recommends tools, statistical techniques and methods for analyzing risks of re-identification, data de-identification, handling small cells and the creation of fictitious and synthetic data.
  5. Leads and supports the implementation of new and enhanced statistical disclosure control, re-identification risk analysis, and data de-identification methods and techniques.
  6. Maintains current knowledge of best practices and new innovations in disclosure control, re-identification risk analysis, data de-identification tools and methods and the handling of small cells.
  7. Maintains current knowledge of relevant privacy legislation and policies across Canada related to data de-identification and the handling of small cells.
  8. Develops and maintains strong working relationships with stakeholders including methods experts in government, industry and academic research to share knowledge and best practices.
  9. Prepares reports and background/discussion papers as needed.

What you’ll bring to the table

  • Masters or PhD in a quantitative discipline such as statistics, biostatistics, or epidemiology
  • 5 to 10 years of relevant experience conducting statistical analysis involving large datasets, including manipulating and preparing data using a broad range of techniques, data de-identification and disclosure control.
  • Extensive knowledge of statistical and analytic methods, including statistical disclosure control, data de-identification techniques and re-identification risk analysis.
  • Strong understanding of health information and its uses for research, policy development, planning, management, and evaluation purposes.
  • Deep knowledge of privacy legislation and policies related to health data.
  • Exceptional written and verbal communication, interpersonal, presentation and organizational skills are essential.
  • Proven ability to build and maintain relationships with internal and external stakeholders.
  • Strong analytic and problem-solving skills.
  • Fluency in English is required, bilingualism in both official languages is an asset.
