Position Overview:
As the Manager of THP’s Information Services Project Management and Digital Planning Office, you will lead the seamless delivery of critical digital and technological initiatives. You will operate in a fast-paced, high impact and dynamic environment. You will be responsible for establishing clear goals, priorities, and a governance framework to ensure seamless execution and delivery of the PMO’s initiatives. This position will be responsible for the overall management of current and planned strategic and tactical project activities, leading project managers in execution of approved projects. Included in the mandate is the responsibility for driving forward THP’s Digital Health and Analytics Roadmap and the Digital Health Committee’s workplan.
Summary of Responsibilities:
- Providing visionary leadership and oversight to the PMO team, guiding project managers through the successful execution of approved digital and information services projects.
- Developing, implementing, and continuously refining PMO processes, methodologies, and governance controls to promote operational excellence and align with industry best practices.
- Serving as the strategic partner and trusted advisor for digital planning, collaborating with stakeholders to identify opportunities for innovation and process optimization through technology.
- Managing and optimizing resource allocation, ensuring efficient utilization and productivity across project portfolios.
- Overseeing project-based activities and reporting, maintaining transparency, accountability, and timely communication throughout the project lifecycle.
Project Management Office (PMO) Leadership:
- Develop, implement, and maintain project management methodologies, processes, and standards to ensure consistent and efficient project execution across the Information Services division.
- Establish and enforce project governance frameworks, including project intake, prioritization, resource allocation, and risk management.
- Provide guidance, training, and mentorship to project managers and business analysts on project management best practices, tools, and techniques.
- Monitor project performance, identify risks, and recommend corrective actions to ensure successful project delivery.
- Collaborate with stakeholders to gather and understand requirements, establish project scope, and manage project portfolios.
Digital Planning and Governance:
- Lead the implementation of THP’s Digital Health and Analytics Roadmap and annual intake process to update this rolling three year roadmap.
- Collaborate with cross-functional teams and clinical programs to identify opportunities for digital transformation and process optimization.
- Establish and maintain a digital governance framework to ensure consistent and effective management of digital initiatives identified on THP’s 3-Year Digital Health and Analytics Roadmap.
- Oversee the prioritization and resource allocation for projects on the Digital Health and Analytics Roadmap, ensuring alignment with organizational goals and strategies.
PMO Performance Management and Reporting:
- Develop and maintain project management dashboards and reports to provide visibility into project status, risks, and performance metrics.
- Analyze project data to identify trends, challenges, and opportunities for improvement. Present project updates, performance reports, and recommendations to executive leadership and stakeholders.
- Foster a culture of continuous improvement by identifying and implementing process enhancements and best practices.
Team Leadership and Development:
- Lead, manage and mentor a high-performing team of project managers and business analysts.
- Responsible for recruitment, hiring, performance management, and ongoing leadership.
- Provide leadership, guidance, and professional development opportunities to team members.
- Foster a collaborative and inclusive work environment that promotes teamwork, innovation, and knowledge-sharing.
Capital Planning, Financial Management and Resource Planning:
- Participate in THP’s yearly capital planning process and support the Chief Technology Officer with the development and maintenance of a multi-year capital plan.
- Collaborate with various business departments and clinical programs to identify and prioritize capital projects
- Maintain monthly consolidated project Financial Reports and manage the invoice payment, accrual, and reconciliation process.
- Maintain monthly resource utilization in concert with other teams within the Information Services Department.
Qualifications:
- Bachelor’s degree in Computer Science, Information Technology, Informatics, Business Administration, or a related field. Master’s degree such as an MBA or relevant professional certifications (e.g., PMP, PMI-ACP, ITIL) are strongly preferred.
- Strong track record of delivering results, prioritizing tasks, and meeting key performance indicators (KPIs) in fast-paced, dynamic environments.
- Exceptional relationship-building and collaborative problem-solving skills, with experience working with cross-functional teams, senior leaders, and external vendors or partners.
- Solid understanding of business practices, workflows, strategic and operational processes in a complex organization, such as large healthcare systems is preferred.
- Proficiency in project management tools (e.g., MS Project) and Microsoft Office suite (Word, Excel, PowerPoint, Visio, Teams).
- Demonstrated ability to manage in complex, dynamic, agile environments, with strong interpersonal, negotiation, and conflict resolution skills.
- Ability to work under pressure, manage multiple priorities, and deliver results within tight timelines. Knowledge of public-sector procurement processes and experience in the eHealth or digital health and/or digital health consulting experience.
