Why is this role important?
The Technical Lead is the primary technical resource on all Business Intelligence reporting projects and operational activities. The Technical Lead is part of a team that works to enhance, build, and deliver trusted market-leading technology products in a secure, stable, and scalable way. As a core technical contributor, you are responsible for enhancing, designing, and maintaining analytical dashboards as well as conducting critical technology solutions across multiple technical areas within various business functions in support of CIHI’s business objectives. In close collaboration with Architecture & Standards the Technical Lead contributes towards the evolution of CIHI’s Architecture Blueprint by improving and extending Business Intelligence development standards according to industry best practices. In addition to that, the Technical Lead ensures that all solutions delivered adhere to established architectural and corporate standards and acts as the primary liaison with the Quality Assurance team
What you’ll do
- Provide leadership and guidance to staff. Supervise, coach, coordinate and monitor work, workload and performance of staff to ensure quality, continuous learning opportunities, and on-time completion of departmental deliverables and commitments. Will be required to provide input to annual performance management reviews. Participates in the recruitment and evaluation of Information Access and Delivery staff, as well as the selection of external contractors as required.
- Acts as Technical Leader on all Business Intelligence development and operational projects and leads/coordinates development activities. Activities include participation in requirements identification and feasibility analysis, generation of technical solutions and design, coding, testing, quality assurance, implementation and all supporting project artefacts and documentation. Such as Technical Design Document (TDD), source to target mapping document and unit/system integration testing strategies.
- Collaborates with Architecture & Standards on creating frameworks, reference implementations and coding standard practices to be incorporated to CIHI’s Architecture Blueprint. Gathers, analyses, and draws conclusions from large, diverse data sets to identify problems and contribute to decision-making in service of secure, stable application development.
- Develops visualizations and the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources. Works with assigned Information Technology and Services (ITS) project team/program area and provides leadership and technical guidance to other ITS staff in the development of system designs and automated information flows/processes based on user requirements and specifications for system implementations, enhancements and/or customisations.
- Ensures other Information Technology and Services (ITS) resources receive adequate information to perform their assigned project related tasks; coordinates and ensures timely delivery of these assigned task deliverables.
- Responsible for updating project status and change request reporting, facilitates the maintenance of project plans, issue identification and resolution management, risk mitigation and resource management.
- Develops and demonstrates a thorough understanding of IT&S systems development standards and methodologies, tools and techniques, and its underlying quality assurance principles and processes.
- Demonstrates and maintains a thorough understanding and knowledge of CIHI policies that form the basis of existing business processes. Contributes to policy evolution and refinement and business and process re-engineering.
What you’ll bring to the table
- University degree or equivalent experience/education in Computer Science, Information Systems or related discipline.
- Minimum of six to eight years of IT experience in designing, developing and deploying large scale BI solutions that are integrated and published as part of Websites.
- Experience in Qlik Sense in both ETL and Dashboard development. In depth knowledge of Qlik Sense scripting, QVD Files, Set Analysis, ODAG, deployments using QMC, handing large datasets, identify and resolve performance issues/bottlenecks
- Experience with and good knowledge of data warehousing and data modelling concepts. Ability to Design, create and validate data model in Qlik Sense
- Experience in data integration/ingestion through extracting, transforming, and loading (ETL) data from various sources.
- Experience with extension, mashup development, other BI tools like MicroStrategy, Power BI, Tableau, Amazon Quicksight, building and publishing web reporting applications that are accessible are an asset
- Experience across the Software Development Life Cycle with strong problem-solving skills and attention to detail.
- Exposure to agile methodologies such as CI/CD, Application Resiliency, and Security.
- Ability to work on multiple projects concurrently and prioritize tasks based on changing events.
- Experience and knowledge of Quality Assurance methods and protocols for BI Web Applications.
- Excellent interpersonal, facilitation, presentation and communication skills, with the ability to communicate complex issues and processes in simple user terminology.
- Extensive experience in a senior technical leadership role with the ability to supervise and mentor staff.
- Project management knowledge and experience a definite asset. Experience in using the Enterprise Architect and Microsoft Office suite of products, including MS Project, Visio, PowerPoint and Excel.
- Familiarity with health informatics or similar knowledge/background is desirable.
- Fluency in English required, bilingualism in both official languages is an asset.
