Why is this role important?
The Health System Analytics branch develops policy-relevant information that support health system decision-makers on a variety of topics pertaining to Canada’s health care system.

Working within the branch’s matrix model, the Program Consultant is responsible for leading technical and methodological support to teams across the branch in developing products using R and Python programming languages; and fostering collaboration and knowledge exchange. The Program Consultant will also work closely with internal and external stakeholders to oversee the automation and dissemination of a set of indicators, including client support activities

What you’ll do
1. Provides leadership and expertise to the branch regarding the use of R and Python programming languages, ensuring branch practice and processes are in compliance with CIHI Privacy and Confidentiality Policies and Procedures. Provides input to the HSA teams annual performance management reviews.
2. Coaches and mentors HSA staff in analytical techniques including R, Python and PySpark programming skills.
3. Leads the development of products, using Python, PySpark and R programming languages.
4. Provides consultation and guidance on creating top-quality clean code and participates in peer-to-peer code review.
5. Shares knowledge and expertise across the branch; provides learning opportunities and knowledge sharing related to open-source programming, analytics and data visualization.
6. Prepares documentation, reports, and presentations related to projects and activities.
7. Liaises with internal/external stakeholders regarding upcoming data releases; leads and supports communication to stakeholders, including relevant communication materials and documentation.
8. Meets timelines and milestones by monitoring deliverables. Accurately identifies resource requirements and potential risks.
9. Develops and maintains detailed knowledge of CIHI’s data holdings, related data held by other organizations, and tools used by CIHI to access these data holdings and perform analysis
10. Participates on CIHI project teams as required.

What you’ll bring to the table
• Undergraduate degree in Data Science, Informatics, Statistics, Biostatistics, Economics, Computing Science, Health Service Research, or a related field. Equivalent combination of education and experience may be considered.
• Five years of experience in analytical activities including data visualization and statistical analysis, including good software engineering practices (e.g., code optimization, version control).
• Advanced experience with Python, PySpark or R programing language to manipulate data and draw insights from large datasets. Working experience with SAS is an asset.
• Working experience with big data.
• Demonstrated ability to mentor and coach staff.
• Experience designing and building analytical solutions to solve real-world problems.
• Familiarity with high performance computing is an asset.
• Strong problem-solving skills, with an emphasis on product and service development for business decisions.
• Excellent verbal and written communication skills with the ability to facilitate amongst and present effectively to both a technical and business audience at various levels.
• Understanding of Canada’s healthcare system is an asset.
• Fluency in English is required, bilingualism in both official languages is considered an asset.
