Why is this role important?
The Program Consultant will be responsible for key strategic and operational activities, related to achieving the Hub Program vision of modernizing cihi.ca and introducing a new data platform and ways of working. The program is key to CIHI’s transformation to meet the health system’s need for timelier, discoverable and relevant data. The incumbent will contribute to the development and enhancement of required standards and processes and collaborate with teams across all the organization.
What you’ll do
- Leads and supports activities in support of CIHI’s Hub program roadmap, including the planning, prioritization, implementation and evaluation of specific projects and initiatives within the program.
- Prepares, monitors, and maintains project and operational deliverables (including scope, risks, contingencies, issue management and change management) for assigned projects and initiatives.
- Leads matrix teams made up of internal and external project staff in the development and execution of activities, projects, and supporting documentation. Allocates and monitors workload, coordinates activities and coaches’ team members ensuring that quality is maintained and that learning opportunities are provided.
- Liaises with other relevant departments within CIHI to gather and document requirements; lead business and methodological discussions; and to develop and improve processes.
- Contributes to the planning and execution of Hub internal and external engagement activities including development of materials articulating the purpose and impact of Hub Program projects.
- Contributes to overall planning activities for the Hub and integration with divisional and corporate goals, including reviews and refinement of the Hub Roadmap, and the development and monitoring of the Hub department’s annual operational plan and budget
- Represents CIHI at relevant meetings and conferences, as required.
- Facilitates working sessions on strategic topics with management and senior management. Responsible for synthesis of decisions and outputs of these sessions and communication of key decisions to team and wide range of stakeholders
What you’ll bring to the table
- Undergraduate degree in health, statistics, public administration, business administration or other related field. Equivalent education/experience may be considered.
- Minimum of 5 years of experience in health care related information management or data processing environment.
- Team player with demonstrated leadership, negotiation skills and decision-making skills, particularly involving diverse business and technical team members. Facilitation training and/or experience is an asset.
- Demonstrated experience leading and supporting large scale projects.
- Experience facilitating using Lean, Agile, Scrum or other collaborative management methodologies to support project delivery, product management, process improvement and organizational change.
- Strong interpersonal, presentation, and verbal and written communication skills. Demonstrated ability to synthesize and translate information for a variety of audiences.
- Strong analytical, conceptual, and problem-solving skills, along with attention to detail and commitment to quality. Demonstrated capability to connect diverse concepts and engage in broad thinking to foster innovative solutions.
- Experience leading analytical activities with the R and Python programing languages to manipulate data and draw insights from large datasets, develop data visualizations, conduct statistical analysis and ensure good software engineering practices (code optimization, version control etc.) is an asset
- Experience working with external stakeholders in understanding and responding to their needs.
- Excellent organizational skills and the ability to manage multiple tasks with competing deadlines.
- Ability to navigate and adapt to dynamic changes, work independently and under tight deadlines in a fast-paced work environment.
- Demonstrated understanding of the Canadian health care system and of the importance of quality data to support performance monitoring and reporting across the system is an asset.
- Knowledge of CIHI’s business, databases, analytical standards, and information products is an asset.
- Fluency in English is required, bilingualism in both official languages is an asset.
- Ability to meet occasional travel requirements.
