Position Summary

The Director, Information Technology & Clinical Systems will report to the CIO (Chief Information Officer). As a member of the Brockville General Hospital (BGH) Leadership Team, this position is responsible for ensuring that service delivery strategies align with the corporate mission and operating plan priorities. This position is responsible for providing and maintaining the underlying infrastructure that enables the delivery of all front-line clinical care, department, corporate and BGH hosted regional healthcare and business functional needs. Working in close collaboration with appropriate regional partner hospitals and Ontario Health Teams, the Director will also be instrumental in shaping the clinical system transformation implementation and overseeing the conceptual framework and strategies to enable and sustain improved outcomes. The Director will support the operational deliverables needed to lead the continued HIS implementation.

Education and Experience

  • University degree (Master’s preferred) or equivalent combination of education and experience in IT and Clinical Systems and hospital or clinical / business Experience leading large IT and Clinical Systems projects within Ontario.

  • Specialized knowledge in clinical information systems and the system development life cycle methodology specifically in the fields of Patient Records, LAB, Imaging, Pharmacy, Diagnostic Imaging, and major hospital clinical
  • Technical skills – Advanced computer software proficiency (word processing, spreadsheet, flowcharting and database management)
  • 5 years progressive clinical information systems experience
  • 3 years of experience in a leadership position within information management with a focus on clinical information systems deployment and operations
  • Clinical information system and Hospital Information Systems proficiency
  • Knowledge of and experience with hospital clinical department workflows
  • Demonstrated effectiveness as a team member through collaboration, respect and effective

Duties and Responsibilities

  • Assumes responsibility for the design, execution and effectiveness of a system of internal controls, which provides assurance that operations are effective and efficient, and in compliance with applicable laws, regulations, policies and procedures.
  • Oversee technical infrastructure of the organization.
  • Ensure smooth delivery of IT and Clinical Systems services across the organization.
  • Provide direction and guidance to IT and Clinical Systems staff.
  • Oversee security of network, systems and enterprise information.
  • Develop and maintain relationships with external IT vendors and service providers.
  • Ensures portfolios are aligned with and in support of BGH’s Mission, Vision and Strategic Directions.
  • Ensures effective stewardship of resources within assigned clinical portfolio – human, financial and physical.
  • Provides regular reports and recommendations regarding project status, finances, risks, schedules and other relevant information.
  • In partnership with the CIO and others, responsible for leading change through innovation and best practices.
  • Ensures that quality assurance and risk management systems are in place across the corporation for the delivery of the highest standards of evidence-based best practices.
  • Acts as a positive change agent by working closely with stakeholders to identify and mitigate all forms of risk.
  • Responsible for managing and utilizing human, financial and physical resources efficiently so as to provide the most effective return for the resources approved to meet Brockville General Hospital’s goals and objectives.
  • Maintains effective communication and coordination of activities between Senior Leaders, and portfolio Management staff. Promotes a positive work environment for staff and supports integrated team efforts.
  • Drives continuous improvement in key operational processes by identifying and eliminating non-value-added activities and costs.
  • Works in collaboration with Management and leadership team to create an environment of accountability, self-motivation, and high performance.
  • Responsible for the development of functional leaders within the portfolio, and for strengthening the contribution and skill sets of those leaders through active performance planning and monitoring.
  • Provides expert advice and support to colleagues and stakeholders in the form of technical or strategic analysis, such as business cases or contract reviews.
  • Lead IT and Clinical Systems departments in appropriate operations.
  • Plans, organizes and directs the design, development, acquisition and implementation of organization-wide information systems in area(s) of responsibility.
  • Responsible for the procurement of top talent, as well as their acquisition, management and succession within the organization. Selects, trains, develops and evaluates staff. Maintains a team environment that produces unity, enabling strong relationships with customers and other collaborating roles. Creates an expectation that staff become involved in committees / projects / continuous improvement activities. Negotiates vendor contracts and manages assignments.
  • Engages in process and quality improvement activities. Makes and implements recommendations to improve operational efficiency and to implement new services for areas of responsibility. Concisely communicates key developments, project status, issues, key performance indicators and other information to senior leadership, as appropriate. Introduces and champions process improvement activities, identifying opportunities to increase effectiveness.
  • Develops, implements and maintains the expense and capital budget assigned to the area(s) of responsibility, and assists with the oversight of all Information Services expense and capital budgets.
  • Ensures that patients, their families, visitors, customers and employees are treated with kindness and respect. Demonstrates teamwork and integrity in all work-related activities. Promotes a strong customer service focus and philosophy.
  • Engages in continuous study of the professional field services, including best practices, to maintain the professional competence, knowledge and skills necessary for the satisfactory performance of all assigned responsibilities. Maintains updated knowledge of rules, regulations and standards of information technology services and related matters of interest for assigned area(s) of responsibility. Maintains knowledge of current trends and developments in the field by reading.
