Why is this role important?
The Business Analyst works within an interdisciplinary team to transform CIHI’s hospital data supply through end-to-end data management processes – ingestion, processing, enrichment, hosting and dissemination. The Business Analyst is responsible for identifying current and future stakeholders’ data needs, evaluating current systems capabilities and functionalities, documenting updated business requirements. They will support the implementation of a new integrated hospital system with modernized technologies and processes which will reduce data collection burden while improving data timeliness and comprehensiveness.
What you’ll do
1. Develops and maintains an understanding of hospital – inpatient, emergency/urgent, day surgery, ambulatory/clinic, and other care combinations and transitions – patient and data flow within the context of pan-Canadian digital health, data standards and inter-operability requirements.
2. Works closely with external and internal stakeholders, including CIHI’s Information Technology Services, to understand current state and associated challenges for hospital data flow to CIHI, including standards and specifications for data exchange, and processes and procedures for CIHI’s management of data and information.
3. Provides recommendations for resolving current issues and translates updated data needs into business requirements and process workflows aligned with CIHI’s modernized conceptual architecture and system implementation strategies.
4. Designs, improves and executes test plans for the implementation of a modernized, integrated hospital system at CIHI.
5. Provides support for the implementation of the new integrated hospital system including the development of data submission specifications, manuals and other user support documentation.
6. Acts as a key liaison across CIHI functional teams, vendors and other external stakeholders to support the implementation of the new data collection and submission processes.
7. Executes process improvement initiatives – identifies process gaps, provides recommendations for enhancements, and develops and implements changes for optimal alignment between business processes and documentation and the new integrated hospital system.
8. Provides support to the CAD Program Specialists to troubleshoot, answer queries and resolve complex issues.
9. Actively participates in stakeholder meetings, as required, to provide guidance and support to facilities and jurisdictions implementing new hospital data content standards and transitioning to the new integrated hospital system.
10. Participates in other projects and activities, as required.
What you’ll bring to the table
• Undergraduate degree in Computer Science, Health Informatics, Business Administration or related discipline.
• Three to five years’ experience in health information management or working with healthcare systems or data. Direct experience with hospital information systems and/or digital health systems implementation and use is an asset.
• Demonstrated experience with developing and executing test plans and documenting and improving process flows. Experience in drafting business requirements in the context of technology implementation projects.
• Strong analytical, conceptual, problem-solving skills with attention to detail.
• Excellent computer skills, particularly with MS Office, including Excel, Word, PowerPoint, and Visio
• Strong interpersonal, presentation, verbal and written communication skills and experience working with internal and external audiences.
• Team player with demonstrated leadership and decision-making skills. Excellent organizational skills and the ability to manage multiple tasks with competing deadlines.
• Self-directed, ability to work with minimal supervision, while working effectively within a large multi-disciplinary team.
• Experience in identifying, establishing and/or improving standard operating processes to improve efficiency and effectiveness.
• Knowledge and/or experience of the health care system is an asset.
• Ability to meet travel requirements.
• Fluency in English is required, bilingualism in both official languages is an asset.
