Noralyn Baluyot (Lyn) is a distinguished healthcare executive, currently serving as President and CEO at TransForm Shared Service Organization. With over 25 years in the health system, Lyn combines her nursing and healthcare administration background with leadership skills to drive transformative change.
Before joining TransForm, Lyn was a partner at Deloitte, contributing significantly to healthcare in Canada and the U.S. Her expertise in leading complex clinical transformations has resulted in sustainable improvements within healthcare organizations.
At TransForm, Lyn collaborates with five hospitals and three Ontario Health Teams in the Ontario South West region, delivering digital services. She co-chairs the Ontario Oracle Health Collaborative, working with 11 instances of Oracle Health at 63 hospitals. Additionally, she co-chairs the Ontario eHUB collaborative, a health information exchange (HIE) connecting hospitals and long-term care facilities.
Lyn led the e-VOLVE program, implementing the Oracle Health hospital information system across four hospital organizations. This initiative established a longitudinal patient record for Windsor-Essex and Chatham-Kent, enhancing provider accessibility. The program extends to local hospices, Shelter Health, and other ambulatory initiatives.
In 2023, Lyn was honored as one of the ‘Women Leaders in Digital Health’ by Digital Health Canada, recognizing her visionary leadership and dedication to transforming healthcare through IT.
Following a cyber-attack in 2023, Lyn led recovery efforts and implemented a new Regional Data Governance Framework, progressing digital health projects and adding a fifth hospital to Oracle Health. Her team’s experiences have helped other organizations better prepare for similar challenges.

Excellence for Members: As a leader of a shared service organization, I bring extensive experience in continuously enhancing services and processes to better support our members in delivering their critical missions. At TransForm, we have adopted the Good Services Framework, which utilizes 15 principles to improve user experiences. This framework has been instrumental in simplifying processes within our Regional Services Help Desk and developing a streamlined Regional Project Intake Process. Additionally, we have established a Regional Stakeholder Committee that seeks annual feedback from our customers to ensure we are meeting their needs effectively. This commitment to excellence ensures that our members receive the highest level of support and service.
Acting for Equity: Working in diverse settings, from large academic institutions to small rural hospitals, has given me a unique perspective on the challenges faced by different types of healthcare providers. Global Consulting Experience: As a former consultant with experience both within Canada and internationally, I understand how different jurisdictions handle various challenges. This allows me to bring valuable insights and lessons, both positive and negative, from other organizations.
Diverse Organizational Experience: I have worked with a wide variety of organizations, including large academic institutions, small rural/critical access hospitals, for-profit, non-profit, and shared service organizations. This has given me a deep understanding of the unique challenges each faces from a digital enablement perspective, as well as the strengths each type of organization can offer. For example, small organizations can innovate quickly, while larger ones have more resources.
Operational Expertise: With extensive operational experience in both healthcare delivery and IT service provision, I can bridge the gap between what healthcare organizations need to deliver excellent patient experiences and what IT service providers must do to support them. This intersection between care delivery and digital health is increasingly important–as digital health needs to be actively involved in helping to solve the biggest challenges with care delivery.
Cyber Incident Management: My recent experience managing a major cyber incident required leveraging relationships across the digital health industry for advice and support. This highlighted the gaps and inequities in resources among various health service providers in becoming resilient to cyber attacks and what it takes to achieve that resilience.
Regional Perspective: Working in a region that is sometimes overlooked because it is not a large academic hospital or located in a major metropolitan area has strengthened my perspective on the challenges community and rural providers face in accessing and supporting digital health services. This experience has taught me how to leverage existing resources (connecting to OH/MOH initiatives, creating opportunities to access various resources) to achieve greater equity for the region I serve.
